Summary

In late 2009, Europe was given a new "constitution" with the Lisbon Treaty. Now, two years later, one of the key innovations of this new treaty, the European Citizens' Initiative, is about to become fully operational. For the very first time in world history, citizens across national borders will be able to determine the common political agenda by way of a transnational direct democratic procedure. Yet, after the agreement of the EU institutions just before Christmas 2010, a considerable amount of preparatory work still has to be done before the first European Citizens' Initiatives can be launched and registered. This collection consists of, among other things, the implementation of the new EU regulation into national law, as Member States will be responsible for electronic signature gathering systems in their territories and for the verification of signatures given by their citizens. Also, much instructional and informational work is about to begin in order to clearly communicate the options and limitations of the new participative procedure. Finally, a genuine pan-European and democratic infrastructure of support has to be established in order to insure that the new instrument is a tool for everyone. Making Europe ready for the next big thing, the Citizens' Initiative is clearly described and explained through the contributions found in this book.

Author Biography

Johannes W. Pichler is an Austrian law professor for European Legal Development at the University of Graz, Austria and Director of the Austrian Institute of Legal Policy in Salzburg. Pichler studied law at the Universities of Vienna and Salzburg, where he earned his doctorate degree in 1971. Afterwards, he worked as assistant professor for legal history at the University of Salzburg, before he became Full Professor for European Legal Development at the University of Graz in 1994, where he holds the chair for Development of European law at the University of Graz. Since 1986, he leads the independent research institute Austrian Institute for European Law and Policy in Salzburg, which focuses on European legal policy since 2008. In these capacities, his research focused on acceptance of law, certainty of justice on the internet, family and marriage law, healthcare law, industrial law, youth law and patients' rights. Pichler is chairman of the association Europe needs initiative and member of the advisory council of the Initiative and Referendum Institute Europe'. 

Bruno Kaufmann is a political scientist, conflict researcher, and journalist. He is the president of the Initiative and Referendum Institute Europe, chairman of the Election Commission of Falun, Sweden, and co-president of the Global Forum on Modern Direct Democracy, a worldwide network of professionals dealing with participative and direct democracy. He is the author of numerous books and has served as an expert for numerous national governments and international organizations including the European Union, the German Parliament, the Council of Europe, International IDEA, the Korea Democracy Foundation, the New America Foundation, and the United Nations Development Programme.
