Summary

When Rudy Giuliani was elected to office in 1993 as New York City mayor, the streets were rife with crime and panhandlers. Few people, residents or tourists, felt safe in the Big Apple. One in seven New Yorkers were on welfare, the city's public-education system was in decline, and the city was sitting on a $2.3 billion deficit. Eight years later Giuliani left office as a political rising star thanks not only to his ability to dramatically turn the city around for the better, but also for his inspirational leadership. His brightest moment might have been during one of our nation's darkest hours -- the tragic events and aftermath of the September 11, 2001, terrorist attacks on the World Trade Center.
